Can a minor register a business? If not, can he/she do it under a guardian? If so, what would the procedures be?

There is no age restriction in registering a company. Accordingly, it is possible to have a company registered with a minor as a sole shareholder. However, the minor would not be able to serve as a director of the company concerned unless the minor is emancipated. In this regard therefore the guardians would serve as the directors of the company registered by the minor.
